APSCW condemns rape of school girl

ITANAGAR, Mar 23: The Arunachal Pradesh State Commission for Women (APSCW), Itanagar has strongly condemned the rape of a student in Gune village, Pasighat. The APSCW expressed its concern to the Superintendent of Police, Pasighat with an appeal to the law enforcing agency to trace out the accused rapist at the earliest and book him under the Protection of Children from Sexual Offences Act (2012). The APSCW further appealed to the Govt. to provide compensation to the victim as per the Arunachal Pradesh Victim Compensation Scheme 2011 and to expedite the investigation.

Meanwhile, a source said that alleged accused is absconding.

 

Happiness march organized to mark International day of happiness

ROING, Mar 23: More than 1500 people from different organizations, Govt departments and institutions participated in the "Happiness march" organized by the police department of Lower Dibang Valley district in order to commemorate the United Nations International Day of Happiness here today. The United Nations had declared March 20 to be observed as International Day of Happiness in 2012.

Rajya Sabha MP Mukut Mithi flagged off the march in front of Government Middle School Roing and ended at the Multipurpose Hall.  Later the participants were administered the pledge of happiness and the pledge of happiness was also signed by each and every participant on a bill board arranged by the organisers.

 

ASHAs trained on eye screening

ITANAGAR, Mar 23: One day training programme on eye screening for Accredited Social Health Activists (ASHAs) was organized by Ramakrishna Mission Hospital, Itanagar, in collaboration with Light for the World, Austria at the Seminar Hall of the hospital (RKMH) here on Saturday.

The ASHAs were trained on the procedure of eye screening to identify with eye disorders. In the first phase ASHA workers from Doimukh area were selected and trained. The trained ASHA workers would then go and do house to house screening of all population for eye diseases. Those having eye problems would then be evaluated by medical team in Confirmatory Camps.

Those requiring glasses would be given glasses. Operable cases would be referred to the base hospital for surgery free of cost.

A total of 5 ASHA facilitators and 37 ASHA workers participated in the training.

Dr. Lobsang Tsetim, Ophthalmologist, (RKMH), the resource person for the training programme along with Dr. Talum Sorum and Dr. Hage Munya conducted the day-long training covering topics such as “Anatomy of the eye, Common eye disorders, Eye safety for children etc”.

The participants were elaborately briefed on the procedure of vision screening and a session was dedicated to hands on training, in which the participants demonstrated the screening process practically. The participants were provided with a kit containing the essential materials required for Vision Screening.

Later, the participants were awarded training certificates by Dr. Lobsang.

 

Training on Panchayat Raj system

ITANAGAR, Mar 23: Block Level Foundation–cum-Functional Training Programme on Panchayati Raj System and Decentralized Planning under Papum Pare district concluded at Sagalee on March 21.

Attending inaugural session, Sagalee ADC Jalash Pertin encouraged the PRI leaders to work with dedication as per the Panchayati Raj System Manual, 2001 and rural development programme guidelines for the welfare of people at grassroots level.

The PRI leaders strongly demand for transfer of fund to Panchayats for planning and implementation of schemes on the basis of need and priority in the village. They also highlighted the various problems faced due to inadequate devolution of Power to Panchayats by the State.

Nabam Kuku, Nabam Tandu and Nabam Bikram, Panchayat Technical Assistants (PTA) were the master trainers with SIRD, Deputy Director LK Kabak of the four days intensive programmes in which sessions on Panchayati Raj system with special emphasis on Gram Sabha, and need and relevance of women reservations were held.

Member Secretary- cum-EAC A Regon and Techi Baba, PTA of Sagalee were the key persons.

 

8 laborers rescued

ITANAGAR, Mar 23: Eight BRTF laborers (CPLS), including five females, were rescued from a vehicular accident near Tezu by personnel of HQ 48 BRTF camp recently.

Three critically injured persons were rushed to BRTF Hospital (712 MSS, GREF). One of them was evacuated to Assam Medical Hospital, Dibrugarh for further treatment.

The accident occurred when the driver lost control over the vehicle in which they were returning home after day’s work in the evening and it fell into a deep gorge on Km 719 and Km 720 stretch of the Tezu- Demwe–Tohangam road.

On being informed of the accident, a team of BRTF rushed to the spot and rescued the labourers.

Immediately after hearing the news of the accident, the Lohit DC and SP visited the accident site and the injured persons in the hospital.

 

National rural drinking water and sanitation awareness programme concludes

KHONSA, Mar 23: A week long awareness campaign on the eve of National Rural Drinking Water and Sanitation Awareness week concluded at Longding yesterday.

The campaign through IEC van and car rally visited all the blocks of both Tirap and Longding districts and also conducted GP level awareness cum workshop at Sinu-Raho Lazu block, Soha Namsang block, Chongkaw Wakka block, Konsa, Niausa and at Longding.

These Gram panchayats are being targeted for implementation of individual households latrine and low cost solid liquid waste management under SBM(G).

The documentary video show, distribution of FTK, H2S strip bottles, IEC materials, street show, display of various low cost portable sanitary toilet models etc are the main event of the week long programme. DIPRO

 

AACS-ASU unhappy over maintenance work

ITANAGAR, Mar 23: Arunachal Anti-Corruption Sena- All Sagalee unit (AACS-ASU) has expressed its unhappiness over the quality of maintenance work being carried out at Sagalee, CHC.

Alleging that the contractor concerned is doing the maintenance work using name of other person in the work order, AACS-ASU has demanded the ADC Sagalee to take appropriate action against the person within a week.

In another release, the AACS-ASU has demanded the sub-contractors concerned of Trans-Arunachal Highway at Sagalee to clear soils/mud being dumped in Pare and Pang rivers before the rainy season.

Dumping of soils in the two rivers is not only polluting the water posing serious health problems but also forcing the rivers to change their course in some points, it said.

Expressing its strong resentment over absenteeism by few government officers posted in Sagalee, including the BDO, Forest Range Officer, AE WRD and UPO, AACS-ASU urged the higher authority to instruct those officers/officials to report for duties in the respective office immediately.

It further urged the authority to implement "no work no pay" system against the irregular government officers.

As part of the celebration, the union has appealed to the citizens of Capital to conserve water and not to misuse it.

 

NEDWS conduct Finance literacy counseling camp

ITANAGAR, Mar 23: The North East Development Welfare Society (NEDWS) in collaboration with Arunachal Pradesh Co-operative Apex Bank Seppa branch organized a week-long camp on “Finance Literacy Counseling” at Seppa recently. The camp was sponsored by NABARD regional office Itanagar.

Speaking on the occasion, C Mara, Seppa Apex Bank branch manager highlighted the benefit under PMJDY scheme. He also spoke on the sanctioned loan under his branch for horticulture, orange garden scheme at Mobua village and recovery of it.

NEDWS chairman Tabom Boje in his speech explained the developmental activities of the Society for welfare of the people of the state. Around 100 persons were benefitted by the programme which was also attended by PRI members.

 

Losar Carnival 2015 at Rupa

ITANAGAR, Mar 23: The first Losar Carnival was observed in Rupa, West Kameng district in a grand and colourful manner from March 16 at Usu Gyaptong Stadium.

The major events of the carnival were display of local handlooms and textiles by the department of Handloom and Textiles, exhibition of products of fruit processing unit of Rupa LAMPS, display of antiquities of Tukpen Village Council and household items of Sherdukpen tribe by Women’s Welfare Association, Rupa.

The famous Yak dancers of Rupa, folk dances, opera by Aji-lamu, indigenous games & sports, and local food festival were the added attractions of the carnival.

This festival was inaugurated by Minister of Health and Family Welfare Rajesh Tacho. The closing day of the carnival was attended RWD Minister Kumar Waii and PCC general secretary B. Nukh.

This event was organized jointly by Women’s Welfare Association and All Megeji Welfare Association, Rupa with the assistance of 5 Mountain Division and other State Govt. departments and the Tukpen Village Council.

 

NE youth meet at Chandigarh

ITANAGAR, Mar 23: Don Bosco Alumni Itanagar organized a meeting of North East youths of Chandigarh at Don Bosco Navjeevan as a preliminary effort to bring them together.

Adi Khindaria, founder Chairman of Kare Partners, a US-based company providing health care facilities at Chandigarh, Himachal Pradesh, Haryana and Punjab, gave an input on qualities that Comapnies look in candidates while seeking employment. He spoke of three key elements - good English language skills, work ethics and determination- that lead to success in employment. Adi also expressed willingness to associate with Don Bosco activities for youth.  

Liz Ross, Chief Operating Officer of Kare Partners spoke on the importance of English language and how she learnt English at US at the age of 22 years through hard work and sincerity.

“This year we are celebrating the bicentenary of the birth of Don Bosco and we want to reach out to the NE youths in Delhi, Chandigarh and Bangalore in a variety of youth empowerment services, said Mepung Tadar Bage while assuring the youth leaders of all assistance from the side of Don Bosco Alumni.

In the business session, the participants requested Don Bosco to be a nodal centre for Northeasterners at Chandigarh and organize social awareness programmes, computer and spoken English classes for them.  

The programme, an initiative of Don Bosco Alumni Itanagar and DBYC Itanagar was attended by 35 youth leaders of Arunachal Pradesh, Nagaland, Manipur, Sikkim and Bhutan. A similar meeting was also held at Don Bosco, Okhla on Saturday.

 

District Disaster Management meeting held

TEZU, Mar 23: A flood preparatory meeting of District Executive Members of District Disaster Management Authority, Lohit District was held at Deputy Commissioner Office Tezu today.

Giving detail preparatory instructions to all the executive agencies, the Deputy Commissioner Dr. BM Mishra asked the District Disaster Management Officer to maintain a proper data of information enlisting resources like man power and machineries of the various agencies and departments for chalking out a proper pre-plan strategy for flood measure.

The DDMO was asked to activate the District Disaster Management Cell 24/7 to carry out rescue and relief operations in the quickest possible time during flood and other calamities.

The Chairman suggested all the departments to remain prepared and vigilant for any exigency due to natural calamity in the district. They were also asked to prepare a practical and pro-active disaster management contingency plan at the earliest.

Later, the Deputy Commissioner and District Medical Officer Dr. Karik Basar highlighted on various harmful effects of DDT on nature. The DC advised the DMO to explore other eco-friendly sprays instead of DDT.

The DC who visited the flood vulnerable areas and landscapes in Tezunala, Deningnala and in and around Tezu township area asked the concern departments to speed up restoration works immediately to save the land from further damage.

The members approved and accorded sanction of relief amount for various agricultural damages, house damages and other immediate flood restoration works. DIPRO

 

Student union leader arrested for goondaism

ITANAGAR, Mar 23: In yet another incident of how student union leaders are increasingly behaving like goons, one Kallo Banor, General Secretary of All Raga Area Student Union (ARASU) was arrested on 22nd March by Yazali police for forcefully taking away liquor and molesting the lady owner of a wine shop.

As per the report, Banor, claiming himself to be the president of ARASU along with a group of people tried to collect wine from M/s YY wine shop at Potin under Yachuli circle without paying money. When the owner Taba Yeni resisted their harassment, the group molested her using abusive languages.

All the miscreants have been arrested based on the report filed by the victim. Also it is reported that the accused is a habitual offender. On the same day Banor along with his friends didn't pay the bills for food at a hotel and for petrol at Yazali Petrol Depot.

Meanwhile Tebw Welfare Society and family members of the victim have hailed Yazali Police for arresting Banor at the earliest. The society expressed hope that the other offenders will also be arrested and brought to book at the earliest.

 

AMSU writes to DC Papum Pare

ITANAGAR, Mar 23: The All Mengio Students Union (AMSU) has written to Papum Pare Deputy Commissioner claiming that appointment for various posts vacant under Silsango administrative circle office has been made by violating norms.

The union claimed that as per the advertisement published in local dailies, it was clearly mentioned that vacant posts will be allotted to the local people based on circle quota. Also the concern authorities had assured the land donors of giving employment to their family members for donating huge amount of land to establish the circle headquarter at Silsango, stated a release.

AMSU alleged that by violating norms and hurting the sentiments of land donors, the said vacant posts are being allotted to unknown outsiders. Union has appealed to the DC to cancel the appointment at the earliest and appoint candidates from the people who had donated the land.

The party further added that harbouring of the culprits who vandalized the office of the SE RWD, Itanagar by a Congress MLA is quite unfortunate and the acts and deeds are unethical and immoral.

 

Army conducts medical camp at old Lumla

TAWANG, Mar 23: Over 2000 people, including old, young and infants have benefited from the free medical camp organized by 7th Maratha Light Infantry under the banner of 'Operation Samaritan' at old Lumla yesterday. Medicines were also provided to the needy patients, who availed the medical camp at their door step.

Stringent punishment demanded

ITANAGAR, Mar 23: All Arunachal Contractor’s Welfare Association (AACWA) today demanded stringent punishment to those involved in the APPSCCE question paper leak incident. Due to the paper leak, the hard work of thousands of educated youths went in vain, said AACWA general secretary Nabam Akin Hina. The association, however, appreciated SIT team for arrest of the accused.

Meanwhile, the AACWA also demanded the state govt. to adopt inter-district transfer and posting policy at govt. department with top to bottom approach. Posting of local officers at own district affect the administrative work as it promotes favouritism, particularly during election time which deprives many unemployed youths, the Association said.

 

Union demands cancellation of FA appointment order

ITANAGAR, Mar 23: All Arunachal Pradesh Government Department Labour Union, Lohit District Unit in a letter to District Medical Officer, Tezu appealed for cancellation of appointment of a female attendant against the vacant post of late P Gohain of PHC New Mohong in department of Health and Family Welfare, Government of Arunachal Pradesh.

The union said that the appointment of a contingency worker L Sonar in the post of Female Attendant (vide order No. MEST-2006/42, date 09/02/2015) was made without following the government norms and without constituting any board for appointment of constituency staff which is mandatory.  

The union threatened to launch movement against the department and demanded the DMO to cancel the appointment order and conduct a fresh DPC within 14 days.

 

ATYO demands more fire tenders

ITANAGAR, Mar 23: All Tagin Youth Organization (ATYO) has demanded one fire tender with fire fighters at Daporijo fire station.

Citing the example of Saturday’s devastating fire at Gandhi Market where more than 30 houses and shops were gutted, ATYO in a release said that the extent of the damage could have been minimized had there been adequate fire tenders.

The youth organization urged the elected representatives of the district to impress upon the authority concerned of Fire Department to provide one more fire tender at Daporijo Fire Station.

 

Training on organic farming at morshing village

BOMDILA, Mar 23: A day long training for farmers on organic farming funded under Border Area Development Programme (BADP) with the motto ‘’Lets’ produce healthy, eat healthy and earn healthy” was conducted by the department of Agriculture West Kameng district  at Morshing Village under Kalaktang circle recently.

130 farmers from Dumkho, Morshing and Kalaktang participated in the training.

Speaking on the occasion, District Agriculture Officer, L Zimba, while briefing the trainees about the training, said that the use of organic product for cultivation of crop is now become necessary to minimize the health hazard due to indiscriminate use of inorganic product and advised the participant to adopt organic means of cultivation.

ASM Morshing T T Bapu, stressed on the need to adopt organic cultivation and asked the farmers to avail maximum benefit from the training so that they could adopt it practically in the field.

In the technical session, Dr. N.D Singh, Programme Coordinator, KVK gave details practices of organic cultivation. Tadar Gandhi, Field Sale Officer, Campson company Pvt Ltd Bangalore demonstrated the various organic products.

Agricultural inputs like organic fertilizers, bio-fungicides, pesticides sprayers, gloves, spectacles and plastic crate were distributed to the participants on the occasion. DIPRO

 

Training prog on organic farming

PASIGHAT, Mar 23: An eight-day long training programme on “Organic Farming, Soil Testing and Soil & Water Conservation for Sustainable Agriculture in North East India” began at the College of Horticulture and Forestry here today. Altogether 25 members are participating in the training for the officers from the line departments of the GoAP including the SMSs of the Krishi Vigyan Kendras.

Various issues relating to the status of organic farming in NE states, the importance of soil testing along with the various techniques of soil and water conservation suitable for NE hill cultivated areas will be discussed during the training programme which will be coordinated by Dr. P. Debnath, Associate Professor, Dr. S K Pattanaaik, Assistant Professor (SS) and Dr. Dinesh Sah, Assistant Professor of the Department of Natural Resource Management of the College of Horticulture and Forestry.

Earlier, in his inaugural address Dr. A K Pandey, the Dean of the College highlighted the importance of the training programme in NEH region of India.

Four extortionists including Anthony Doke arrested from Lower Subansiri

ZIRO, Mar 23:  In a major breakthrough, a team of Lower Subansiri District Police arrested four extortionists from Hapoli and Yazali today.

The extortionists are identified as Dake Tai 20yrs, from Nampe, Sangram, Kurung Kumey, Rimo Bodo 27 yrs from Bodo, Chayangtajo, East Kameng and Sime Killo, 28yrs from Killo, Chayangtajo, East Kameng and Anthony Doke, the self proclaimed Commander of NSCT.

Sime Killo also holds the post of Social Service Secretary in Arunachal Anti-Corruption Sena as per the papers recovered from him.

Two country-made 7.65mm pistols with 51 live rounds, 6 mobile phones and four extra SIM cards were recovered from the possession of the extortionists.

Acting on a tip off from a source, the police team of Dy SP John Pada, SI T Messar, SI Ige Lollen, OC PS with police personnel and IRBN jawans under the close supervision of SP Tumme Amo arrested Tai, Bodo and Killo from the DC Office premises after four days of vigilance.

While, the self claimed Commander of NSCT Anthony Doke was nabbed from Yazali at 2pm while fleeing to Itanagar.

A case vide ZPS c/no.29/15 u/s 384/188/120(b)/34/IPC r/w sec 25(1A) of Arms Act has been registered and further investigation is in progress.

Meanwhile, SP Tume Amo informed that all the arrested extortionists were camping at Ziro since March 19 and were involved in extorting money and work orders from the government officials especially from the engineering departments. The arrested persons are also wanted in theft, robbery and extortion cases registered in Itanagar and Naharlagun police stations.

The SP appealed to the government officials to immediately report to police officials in such cases and added that the numbers of all the police officials have already been circulated to all the officers in the district. DIPRO

 

 

High level probe into girl’s death demanded

PASIGHAT, Mar 23: Mystery still surrounds the death of Bunu Rawat, a 23-year-old girl of Pasighat Tin-mile area, who was found dead in a mysterious condition  on National Highway-52 on March 14 evening. According to report, victim Rawat went missing while she was returning home from her work place at Sirki on that evening.  Her lifeless body was recovered at Gumin Nagar portion of the highway.

The local people suspect foul play behind her death and alleged police inaction in this case.

Terming the incident as ‘cold blooded murder’, the people said the police failed to make any headway in this case even after seven days of the incident.

Several hundreds of people, including women organizations, elected leaders, students and civil society members of Pasighat today assembled at Two-mile Puja ground and discussed about the mysterious death of Bunu Rawat.

Several speakers, including, Amor Chetry, Gemin Modi, Arjun Thapa, Komola  Chetry and others condemned the incident in their strongest term and urged the administration to strictly deal with the case.

The protest meeting chaired by Municipal Councilor Kangge Moyong later adopted resolutions  to move the authority for a  high  level inquiry into the death case, demand adequate  compensation to the  victim family and award exemplary punishment to the culprits involved in  the incident.  The meeting also decided to continue mass movement against the authority, if it fails to solve the case within a period of seven days.

The women bodies are also decided to organize a candle-lit march in and around Pasighat township on Tuesday evening in protest against the heinous crime.

Another Councilor of Pasighat Municipality Makpang Peyang while alleging police inaction appealed to the East Siang Deputy Commissioner to institute a magisterial inquiry into the mysterious death.

On the other hand, Pasighat police denied any loophole in the investigation process. The police, following investigation of case (No- 44/2015, U/S- 279/304-A IPC) so far picked up five persons and started interrogation.

“We are trying our level best to find vital clues in the death case. But the statements of the alleged accused are not helping us to further investigation. We are waiting for the post-mortem report which is likely to provide vital clues,” said the investigating officer.

 

 

Agitated ANSU declares 12 hrs Capital Bandh

DM declares bandh illegal

ITANAGAR, Mar 23: Irked with the state government alleged inactivity to address its demand over the Pre-Paid Meter issue, All Nyishi Students Union (ANSU) today declared 12 hours Capital bandh on 26 March 2015. This was informed by ANSU General Secretary Nyanya Gollo along with its President Byabang Joram in a press conference held here today. “As a mark of protest against the state government ANSU declares 12 hours Capital Bandh on 26 March 2015”, said Gollo.  

He further claimed that the government has betrayed the union with false promise to stop the installation of pre-paid meter in Capital Complex. However, the union made it clear that it has reconsidered one of its demands, the construction of the four-lane from Itanagar to Banderdewa considering cooperation of the concerned department and the ministry.  Further ANSU added, on pre-paid meter issue, it would intensify the democratic movement till the demand was met. ANSU sought cooperation from the common people justifying that its bandh call is for the wellbeing of common people. Earlier, ANSU had proposed bandh call on February 2nd 2015 but later called it off following a meeting with Chief Nabam Tuki on January 30, 2015 last.

Meanwhile, the District Magistrate, Itanagar Capital Complex, under Section 144 CrPC and provision of the Arunachal Pradesh un-lawful Activities (Prevention Act) 2014 has declared illegal the All Nyishi Students’ Union (ANSU)’s proposed 12-hrs Capital Bandh on March 26 from 5 am to 5 pm. Further, any damage or destruction of public or private properties would be recovered from the Bandh callers, if the proposed bandh call is not called off, the order said.

 

 

Mechukha reels under darkness again

ITANAGAR, Mar 23: The denizens of Mechukha valley under West Siang district have been reportedly reeling under darkness since past few weeks while locals alleged that concerned authorities are not doing for restoring the power supply.

The picturesque valley, one of the hotspot tourist destinations in the state, is without electricity for the last few weeks after water supply channel of Lhallung Mini Hydel Station (2x250) kw developed cracks, informed an govt official from Mechukha.

The prevailing darkness due to breakdown of water supply system of mini hydel added to the miseries of the people particularly the students who are appearing for their CBSE examinations.

Ironically, the Mini Hydel Station (2x250) kw at Lhallung village 15 kms off Mechukha was inaugurated by Parliamentary Secretary Power Phurpha Tsering in November last year during the Adventure at Mechukha festival.

“More than 20 days have passed since then, there is not a single effort by the concerned officials to get the power supply restored,” a local complained.

“We are facing immense hardships in absence of electricity but the students are suffering very badly. We are unable to charge our mobile phones while appliances like irons are lying defunct,” said a teacher, adding that the CBSE exams are also underway and the students suffer a lot.

The locals said that their repeated pleas to the concerned authorities to restore electricity at the earliest seem to have fallen on deaf ears.  They also accused the department concerned of not maintaining the hydro power channel properly.

‘World cup cricket is currently going on but we have no option but to stick to radio news for updates,” said a govt employee, adding in order to charge their mobile phones or electric lamp from generator they have to pay Rupees 30 to 50.

The locals alleged that in the name of power supply only VIPs and few influential people are currently receiving power from a different hydel located near Mechukha town but common people and students are the worst sufferers as they don’t have any alternative but to rely completely on other sources of light like candle etc.

Mechukha, as one of the most important and tourist attraction places in State needs sufficient power supply but due to frequent disruption of power supply, it added.

On the other hand to aggravate the situation the BSNL mobile service also got disrupted for the past many days.

Meanwhile, the locals have appealed the concerned authorities to immediately restore the power for the greater interest of the people of Mechukha.

 

 

42 AR donates study materials to village schools

NAMPHAI-II, Mar 23: Continuing its people friendly initiative under Military Civic Action Project, the 42 Assam Rifles (AR) based at Miao donated study materials and teaching aid to government schools of Songking-I and Phangyak villages, 15 kms from Miao township on March 18.

The 42 AR Commandant, Colonel Gurpratap Singh and Major Ankur Sharma handed over white boards along with sufficient sets of marker pens and exercise books to headmasters of both the schools in a simple but impressive function.

Speaking on the occasion, the Commandant called upon the students to concentrate in their studies to become worthy citizens. The Colonel also advised the school going children to respect their teachers and exercise discipline which according to him is the foremost ingredient to success of any individual. “Only through dedication and hard work you can cherish your social obligation and dreams,” he said.

Headmaster of Phangyak Government Middle School Ongla Singpho expressed gratefulness to 42 AR for the positive gesture. Students performed Singpho and Tangsa dances and songs in honour of the AR officers.

On the other hand, a free medical camp was conducted at Injan Village in Kharsang area. Hundreds of villagers from neighboring Panchun, New Lisan and other villages under Kharsang circle availed free medicines and thorough checkups by doctors. Various cases of ailments were referred to hospitals at Dibrugarh, Tinsukia and others for better health care services.

While extending gratitude to the AR officers, the gaon burahs requested both Gurpratap Singh and Ankur Sharma to conduct more such free medical camps during summer.

The Singpho Development Society and Federation of Singpho Youths also congratulated AR establishment under 25 Sector, Lekhapani for helping out schools and villagers by bringing expert doctors and free medicines to their doorsteps.

 

 

Seminar to chalk out logical solution on Indo-China border issue

ITANAGAR, Mar 23: The Centre for Eastern and North-Eastern Regional Studies Kolkata (CENERS-K) in collaboration with Rajiv Gandhi University (RGU) and Maulana Abul Kalam Azad Institute for Asian Studies (Kolkata) is organizing a two days seminar on “Voice from Arunachal Pradesh-India China Border Problems and Related Arunachal Folklore” on 25th and 26th March at Rajiv Gandhi University here.  

Former Indian Army Chief of Staff and Minister of State for External Affairs Vijay Kumar Singh will be giving key note address on opening day of the seminar. Chief Minister Nabam Tuki and RGU Vice Chancellor Prof Tamo Mibang will also address on opening session of the seminar. Arunachal Pradesh Governor Lt. Gen Nirbay Sharma will address the valedictory function.

Announcing the seminar dates, Lt General Rtd. J R Mukherjee informed the media persons that objective of organizing seminar is to document the folklore of Mc-Mahon line and to suggest the ideas to the government so that it works on to have a logical and permanent solution to the border dispute.

Lt General Mukherjee also said that the Chinese are claiming Arunachal encompassing about 9000 Square Kilometers most of which lies in the north of the river Brahmaputra and Lohit, and the Chinese stated that it is backed by historical evidence. He also added that the seminar is proposed to be directed at identifying the actual dispute, the sensitiveness of both sides and historical realities and folklore related to the actual boundaries.

Major General (Rtd) Arun Roye referring to China in his address said, “We have a tough neighbour, If India shows her weakness, the neighbour will take advantage”. Major Gen Roye who served in the Indian Army and Assam Rifles in different capacities particularly in North-East further added that seminar is an attempt to provide platform where all border related disputes can be discussed and talked on. “We will talk on logical and permanent solution to border dispute with China in the seminar, so that no more skirmishes in the border happen” added Gen Roye.

The seminar is being conducted ahead of the meet between National Security Adviser Ajit Doval with his Chinese counterpart in New Delhi. Seminar Coordinator Dr. Jumyir Basar who is also Associate Professor RGU and Karuna Sen Secretary (CENERS-K) were also present in the press conference.

 

 

EK DC takes stock of dev. projects

SEPPA, Mar 23: The East Kameng Deputy Commisisoner Sandeep Kumar Singh has conducted three days tour recently to Chayangtajo sub-division to assess the problems of the people and also to get first hand information on the status of all completed and ongoing developmental projects.

He attended series of public meetings during his visits and interacted with students, contractors and engineers of PMGSY roads, staff of CHC and sub-centers and officers of executing agencies on all completed and ongoing projects.

Addressing the PRIs, GBs and officials of Sawa Circle in a meeting at Para-Holing point on March 19, DC said that road connectivity in the area should be the first priority of the people to improve rural economies. DC informed that the 2 KM Bodo road shall be taken up under Sawa PMGSY road as per original DPR but cautioned the people not to claim compensation of land. He further urged the people to cooperate with the executing agency for completion of Seppa to Chayangtajo road in time.

The DC further suggested the people to lodge complaints in case of absence of teachers and health workers and assured take action against the absentees.

Responding to the demand of a HGB on decentralization of powers, he assured to work out the modalities to solve the cases at their level.

At Chayangtajo on the next day, he directed the govt. staff to stay at Chayangtajo and work with sincerity and dedication. He advised the people especially the youth to take up agriculture and allied activities in a big way for sustainable income and self reliance.

Taking about PMGSY roads, he asked the contractors to maintain quality of works.

DRDA PD, K. Nyodu briefed about IAY, IWMP & MNREGA and urged the beneficiaries to open bank accounts as the transactions shall be done through bank account. He cautioned the people not to sell the CGI sheets provided under IAY meant for construction of house.

The DC while interacting with students of Divine Word School, Nari Camp & KGBV Chayangtajo advised them to concentrate in their study and to keep away from early marriage. He also advised them to develops skills in traditional arts and crafts and other co-curricular activities and also advised them to preserves own language and culture keeping pace with the modernization.

DC alongwith ADC Chayangtajo Ashok Tajo, former MLA Tamey Yangfo, senior leaders Tara Bagang and others visited sites of PMGSY roads of Saws, Krema Pao, Phassang Nyopin, Sangchu, Yangfo, Rebe and Kessay Bagang. He also inspected the ongoing 2x100 KW Micro hydel and APEDA mini hydro projects at Jayang Bagang. DIPRO   

 

 

World Tuberculosis Day

World Tuberculosis Day, observed on 24th of March every year is a worldwide event that aims to raise public awareness of tuberculosis (TB) and the efforts made to prevent and treat this disease. World TB Day commemorates the day, when in 1882 Dr. Robert Koch astounded the scientific community by announcing that he had discovered the cause of tuberculosis, the TB bacillus, and mycobacterium tuberculosis. His discovery about TB had opened the door to the people to get diagnosed and be cured of tuberculosis. But TB today remains an epidemic in most of the countries in the world, causing the deaths of nearly one and a half million people each year, mostly in the developing countries like ours and therefore is called the “killer TB”.

TB is an airborne diseases caused by mycobacterium Tuberculosis which generally affects the lungs (Pulmonary TB) but can also affect other parts of the body (Extra pulmonary TB). The symptoms may include cough for 2 weeks or more, coughing with blood, fever, night sweats, fatigue, lack of appetite, weight loss etc. The disease can be prevented by keeping the patient in a properly ventilated room, maintain proper hygiene, nutritious food, always use a handkerchief while coughing or sneezing, do not spit carelessly and most importantly complete the full course of treatment as recommended by the physician. People should know that TB is completely curable by DOTS treatment which are administered to the patients by all the government hospitals and RNTCP approved DOT centres.

Every year the World TB Day is observed with a theme and a slogan. The theme for 2015 is “Reach, Treat, Cure Everyone”. It aims at reaching out to those patients who are missed or are unreached by the system and to provide them universal access to quality diagnosis and treatment with quality assured drugs made available free of cost.

World TB Day is one of the eight official global health campaigns marked by the World Health Organization (WHO). Continuing its efforts in eliminating TB the World Health Assembly, convened annually by WHO at the UN Palais des Nations in Geneva passed a resolution on May 2014 approving full support the new post – 2015 Global TB Strategy (END TB STRATEGY) with its ambitious targets. The strategy aims to end the global TB epidemic, with targets to reduce TB deaths by 95% and to cut new TB cases by 90% between 2015 and 2035 and to ensure that no family is burdened with catastrophic expenses due to TB.

Although we have made good progress in the recent years and the world is on track to meet the Millennium Development Goals of reversing the spread of TB by 2015 and yet it is not enough as the figures in 2013 tells that, 9 million people fell ill with TB and 1.5 million died. Today increasing drug resistant strains of germs are being encountered, these strains are much harder to treat and require more toxic and costly drugs to be administered for a long period of time. Hence the situation calls for us to participate in the efforts of the Government institutions like RNTCP and other partners by availing the services offered by them and share a hand in eliminating and spreading the knowledge on TB. Continued progress in the fight against TB relies on collaboration among patients, medical providers and public health workers.

The world in which we live today is very different from the world in which Dr. Robert Kooch lived, yet TB is still here with us. With renewed efforts we can eliminate the scourge of TB and confine it to the history book as failure is not an option.

 

 

Seminar calls for coordinated efforts for social harmony in NE

ITANAGAR, Mar 23: A one-day seminar on Role of Women of Arunachal Pradesh as ambassadors of harmony in North East called for coordinated efforts by the women of North East for strengthening the social and cultural harmony in the region. The seminar was organized by Matri Bharati, the Mothers Council attached to Abotani Vidya Niketan, Pachin at a city hotel, Naharlagun on Sunday last as a part of the year-long celebrations of the birth centenary of Padma Bhushan Rani Gaidinliu, the great freedom fighter and social reformer from North East.

Attending the seminar, Karya Bagang, Parliamentary Secretary (WCD) said that Rani Maa Gaidinliu is indeed an icon of North East, but less known and least recognized. Lauding the organizer of the seminar, she said that further efforts should be made to disseminate the message of Rani Maa to the block and village level so as to inspire our children especially the girls to rise above all odds and achieve their cherished goals. “If women are educated, it will facilitate better contribution of women towards society more effectively,” she said.

Referring to early marriage and dependency attitude of girls as key factors hindering the progress of women, she called upon the womenfolk to overcome these hindrances and march forward to success.  

Feeling proud for being the fourth woman legislator from East Kameng district which has the lowest female literacy rate, Karya Bagang reiterated that she will strive her best to raise the status and standard of women in Arunachal Pradesh.

In her key note address Dr Joram Aniya Tana, Asstt. Professor at Govt Women’s College, Lekhi and state President of ABVP panoramically narrated the conditions of women over ages across the various regions of the country. She stated that the achievements of Rani Maa Gaidinliu even at her tender ages are an example for the social dignity and approval enjoyed by our foremothers.

Dr Nabam Nakha Hina, Associate Professor cum HoD (Pol Science), RGU who presented his paper on issues and challenges in the North East illustrated the scores of factors ranging from lack of basic infrastructure to demographic change in the region and said that the womenfolk can do much to change the situation.

Bina Talla Joram, UMC at ATI Naharlagun in her paper on the ‘Social Traits of the women of Arunachal Pradesh’ provided the audience with a pictorial illustration of the social and cultural traits ranging from simplicity in life to virility.

Joykant Sharma, Asstt Professor (retd) and President of Vidya Bharati (North East) said that social empowerment and economic empowerment of women are the prerequisites of political empowerment. Sharma stated that the issues and problems faced by women are the issues and problems of the society as a whole and not of women alone.

Eminent doctor and renowned social worker Nirmali Taba who chaired the function said that the women of Arunachal Pradesh enjoy more freedom and higher status compared to their counterparts in other parts of the country and stated that they can smoothly spearhead the efforts for better harmony in the North East.

Lamenting upon the poor attention given to education, especially girls’ education, the convener of the seminar Tarh Yaku, President, Arunachal Teachers Association, said that more emphasis and better attention to girls’ education alone can do a lot in establishing harmony in society.

Secretary of Matri Bharati of Abotani Vidya Niketan Pachin, Kipa Adak also spoke on the occasion.

Among others, Tadar Yedir, Taba Yal (councillors IMC), ASVS president Tadar Kama and secretary Nabam Ruja, hundreds of women especially mothers from all sectors of Naharlagun and Itanagar attended the seminar.

 

 

Water and Sanitation Week

ITANAGAR, Mar 23: The PHE & WS division of Seppa conducted series of awareness programme on safe drinking water, proper health and sanitation practices, importance of Village Water and Sanitation Committee at Pampoli, Kadewa, 18th Mile and Marzingla recently as part of the National Sanitation Week.

The training programme was actively participated by PRI members, teachers, Anganwadi workers, ASHAs and general public.

Koro Liyak, District Consultant (Water and Sanitaion) briefed the motto of launching sanitation week and the importance of maintaining good personal health hygiene.

Informing that most of the diseases are caused by open defecation system and drinking contaminated drinking, he urged the gathering to construct IHHL and use safe drinking water only to keep many water borne diseases at bay.

Hokap Lamnio, Doni Sonam and Papi Kipa, Block Coordinators, appealed to the gathering to adopt low cost toilet funded by the GOI.

Dili Rimo, Pingjang Lora, ASM Pampoli and Lora also spoke and suggested the villagers to keep their surrounding clean by not allowing domestic animals like pig to roam in public places openly.

At Namsai: A district level workshop was organized on culmination of the week-long National Rural Water and Sanitation Campaign coinciding with World Water Day by PHE & WS division Namsai yesterday.

Lohit ZPM Chairperson Kyaseng Munglang gave emphasis on full and whole-hearted participation of Panchayat members in such workshop to implement national flagship programme in more cohesive way at the panchayat level.  

He said that Village Water & Sanitation Committee is the apex body at gram panchayat level and they should regularly monitor the sustainability of Nirmal gram panchayats and other Gram Panchayats in the districts of Lohit and Namsai.

While lauding the efforts of PHE & WS Division, Namsai in implementation of various components of Swachh Bharat Mission he appreciated the team spirit of PHE staff led by Executive Engineer Tayum Tok cum Member Secretary District Water & Sanitation Committee and wished them more success.

Earlier, Executive Engineer Tayum Tok elaborated on Swachh Bharat Mission through PowerPoint.

Delving on the occasion of world water day, he highlighted the importance of celebration of the day and advocated that water is most precious gift to all living beings and there is an ardent need to conserve water from contamination and pollution of water bodies.

The panchayat members, Village Water and Sanitation Committee, Anganwadi workers, ASHAs, officers and officials of the department took part in the workshop.

 

 

Training on Mithun husbandry organized

Community Mithun conservation centre at Ompuli sanctioned

ITANAGAR, Mar 23: Arunachal community Mithun & Yak Conservation (ACMYC) Mission Team organized a two-day technology outreach programme on Mithun husbandry for the farmers of Ompuli under Toru circle, Papum Pare district on March 20 and 21. Altogether 95 Mithun owners of different villages, namely, Tamang, Pepso, Sangri, Khunglo and Depo under Ompuli area benefited  from the programme.

Speaking on the occasion, Dr. T Heli (Mission Director, ACMYC) appreciated the pro-active role of the villagers, particularly for earmarking a permanent common community forest area for the mithun rearing in the locality which is an eye opener for other mithun farmers of the state. He informed that GoAP has launched Arunachal Community Mithun and Yak conservation mission for the effective conservation and sustainable management of these two pride animals of the state to be manned by only few selected officers of the department of A.H & Vetty on a mission mode. He further said that the state Govt has already sanctioned a community Mithun Conservation project at Ompuli under TFC Programme during the current year.

The  community Mithun conservation centre at Ompuli has been designed for maintenance up to 3 three years in order to develop a model for Mithun conservation at community level which could be exemplary for other pockets of Mithun rearing districts of the state, he said. Sustainability of any project lies in 2 dimensions that is developing a sense of belongingness and follow up programmes, he said while requesting for participatory approach of all the beneficiaries.

Ompuli area is conducive for the Mithun rearing and villagers have already identified a common community forest area in the vicinity of their villages measuring 1037 Hectares with the surveyed boundary of 13.5 Km for their Mithun rearing in the locality, informed Gollo Tukia, ASM, Ompuli. He further said Mithun rearing is a livelihood option for the villagers of the area and they had been waiting for the financial and technical supports form of higher authorities.

Nabam Tanya, chief co-ordinator, Ompuli, requested the panchayat leaders of the area for constitution of a local committee for the successful implementation of the community mithun conservation project. He further requested all the Gaon Buras and the public for co-operation for the successful implementation of the project.

Dr. Tagi Nabam Hina, V.O, Sagalee, stressed the need for the prevention of the foot & mouth disease in Mithun through vaccination and requested to cooperate with the department by collecting the mithuns at the earmarked vaccination spot and vaccinate all the mithuns in order to eradicate FM disease from the area.

Dr. Tachi Taku, (member of ACMYC and Dy. Director Plan, advocated for corpus funds generation among the mithun owners for the sustainability of the community mithun conservation project. He further suggested that corpus fund could be generated through membership drives, mithun birth registration and fees from sales of the mithuns. Without corpus fund the sustainability of any project is questionable, he further said.

The programme concluded with the site visit to the proposed community mithun conservation project area.

The APPSCCE fiasco

Dear Editor,

It seems the arrest of officials made in the APPSCCE mains paper leakage case is just eyewash carried out by the SIT to shield the main conspirators. According to the SIT findings led by SP Amit Sharma, the alleged official has issued the question paper to an aspirant following a convention of the Arunachal Pradesh Public Service Commission to provide old question papers to aspirants as sample papers. This, on part of the alleged official is only misfeasance which cannot be construed as a criminal offence. He had directed for issuing of old question papers only following an established convention. In all probability, he might have not had the slightest inkling that the same old question paper would be used by the commission for the ensuing exam. The arrest of other officials also raises questions as to why they were arrested.

The grave concern here is the usage of the old question paper that has been lying in the Commission’s Computer Desktop and Shelf for close to four long years.

Was it a deliberate attempt by the commission members, who are the actual authorities, to have access to the question papers long before the exam was conducted?

Are the question papers for all exams conducted by APPSC so easily accessible that the authorities concerned have ample time to look at the papers, read it, print it, Xerox it and supply it to their kith and kin?

The revelation and arrests are only the tip of the iceberg. There is a deep rooted conspiracy and scandal to this APPSCCE mains paper leakage fiasco which has been going on uninterrupted perhaps for years. The scandal is not befitting to be handled by investigating agencies like SIT who are mere state govt. instruments and the case should be transferred to the CBI.

An open letter to Director RD

Dear Editor,

We, the following successful bidders would like to bring to your kind notice that the Notice Inviting Tender issued by the Block Development Officer, Khenewa vide No.CD/BDO/KWAO 1/02/03/2013-14 of dtd. 8/01/2015 for the SPA projects mentioned below was published in the local dailies on 23/01/2015 (Friday).

1.      C/o Multi Purpose building at CO HQ Khenewa

2.      C/o school building with approach road at Tasam Meorang school.

3.      C/o suspension bridge over Sama river with porter track & Log Bridge at Jomoh to Wallong via Kawarang

The technical bids of the above mentioned projects were opened on 31st January, 2015 by the duly constituted Board Members. It was found that three firms had bid one each for the above projects. In total, there were nine tender papers. The name of the firms who participated in the tender are -

(a)    M/s G.Y.T. Trading Centre (Package 1,2, and 3)

(b)   M/s Zee Engineering & Construction (Package 1,2, and 3)

(c)    M/s M.D. Earth Movers (Package 1,2, and 3)

On scrutiny of the technical bid, it was found that the tender papers of M/s Zee Engineering & Construction and M/s M.D. Earth Movers were not in order. Therefore, their technical bid was out rightly rejected. The technical bid of M/s G.Y.T. Trading Centre was the only qualified firm in the technical bid for the 3 (three) packages). Citing the reason of bad light, the opening of financial bid of the successful bidder, i.e. M/s G.Y.T. Trading centre was postponed that day to next sitting of the board. The board proceeding was duly recorded and the minutes of the board proceeding was circulated to all bidders present.

Chairman of the Board and also CO Khenewa issued a circular on ^2/2/2015 directing all board members to assemble at DRDA office, Seppa at 1400 hrs of 2/2/2015 to evaluate the financial bids and to complete the tender process. A copy of the circular is enclosed herewith at Annexure “B” for ready reference.

The board members met accordingly but our financial bid could not be opened due to absence of APO (Tech), one of the board member,.

Since the tendering process was kept on cold storage, finding no option, we brought the matter to the notice of the Deputy Commissioner on his return from the leave.

The Deputy Commissioner, Seppa vide Notice No. Jud-20/14-14 Dated 17/2/2015 directed us to appear before Circle Officer (Judicial), Seppa on 18/2/2015 to execute a bond with surety for a sum of Rs.l (One) lakh to maintain peace u/s 107 Cr.PC and to ensure that no breach of peace or disturbance of public tranquillity is committed in connection with tender process of SPA under Khenewa circle.

We felt that this is a rare case in tendering process but as a law abiding citizen we execute the bond with the surety as directed as failure to execute the said bond could result in abeyance of the tender process indefinitely.

After the intervention of the Deputy Commissioner Seppa, the financial bid of the above mentioned SPA Projects were opened in presence of the successful bidders 18/2/2015.

At the very outset of opening of the financial bid, the chairman of the Board apprised the members that Stay Order has been received from the Hon’ble High Court, Itanagar Permanent bench against package No.l, namely “Construction of Suspension bridge over Sama river with porter track and log bridge at Jomoh to Wallong via Kawarang. Based on the court’s order the opening of the financial bid in respect of package no.l was withheld till clearance from the court.

Thereafter the sealed box containing tender papers was opened in presence of the successful bidders and the tender papers of M/s G.Y.T. Trading Centre for 2 (two) projects, namely- (i) C/o school building with approach road at Tasam Morang (ii) C/o multipurpose building at circle hq at Khenewa were handed over to the technical persons of the board members for scrutiny and examination.

The board members examined the financial package of M/s G.Y.T. Trading Centre and considering all facts and data available recommend the BDO Khenewa who is the executing agency to forward the details of tender process to the higher authority for further necessary action.

Surprisingly, the BDO Khenewa (Executing Agency) is holding up the case at his level and not forwarding the case to the higher authority to till date. A copy of the board proceeding of financial bid is enclosed for ready reference.

It is a fact that we have invested the earnest money and also the surety amount by taking loan from the private party, we are neck deep in debt. There is no reason why the tender process could be withheld without any reason. Further delay in tendering process is likely to put us on trouble.

Through this memorandum, we appeal to you to intervene to resolve the issue within 10 (ten) days from the date of submission of this memorandum.

Meanwhile, necessary action should be taken against the BDO Khenewa for taking the developmental projects in a casual manner. On account of his delay in completion of tender process the working season is passing by.

We do hope that issue will be resolved at the earliest through the intervention of RD, Directorate.

Questionable act

BJP government at centre which came to power harping about its nationalistic stand is once again caught in back foot. This evening Gen VK Singh, minister of state for external affairs attended Pakistan Day celebrations at Pakistani high commission in New Delhi. Several Kashmiri separatist leaders including pro-Pakistan hardliner Syed Ali Shah Geelani and JKLF leader Yasin Malik attend the event. Later talking to media persons Malik brazenly declared himself as non-Indian. He further stated that Kashmir is a disputed region.

However serious question have been raised over the presence of MoS Gen VK Singh at the event. By attending an event where large number of anti-India people gathered, minister Singh has given legitimacy to their activities. He could have easily avoided the meet. The event will be huge embarrassment to Prime Minister Narendra Modi and BJP. Already party has been facing criticism for aligning with PDP in Kashmir. The pro-Pakistan stand adopted by PDP is well documented. Also only last week J&K was hit by two terrorist attacks on consecutive days. The first attack was carried out by terrorists on a police station in Kathua and the next day an army camp was targeted in Samba. The attacks were carried out by Pakistan-backed terrorists. Knowing these facts very well, it is surprising how a union minister attended an event where anti-India people came together?
