APSCW condemns rape of school girl
ITANAGAR, Mar 23: The Arunachal Pradesh State Commission for Women (APSCW), Itanagar has strongly condemned the rape of a student in Gune village, Pasighat. The APSCW expressed its concern to the Superintendent of Police, Pasighat with an appeal to the law enforcing agency to trace out the accused rapist at the earliest and book him under the Protection of Children from Sexual Offences Act (2012). The APSCW further appealed to the Govt. to provide compensation to the victim as per the Arunachal Pradesh Victim Compensation Scheme 2011 and to expedite the investigation.
Meanwhile, a source said that alleged accused is absconding.
Happiness march organized to mark International day of happiness

The United Nations had declared March 20 to be observed as International Day of Happiness in 2012.

ASHAs trained on eye screening
ITANAGAR, Mar 23: One day training programme on eye screening for Accredited Social Health Activists (ASHAs) was organized by Ramakrishna Mission Hospital, Itanagar, in collaboration with Light for the World, Austria at the Seminar Hall of the hospital (RKMH) here on Saturday.
The ASHAs were trained on the procedure of eye screening to identify with eye disorders. In the first phase ASHA workers from Doimukh area were selected and trained. The trained ASHA workers would then go and do house to house screening of all population for eye diseases. Those having eye problems would then be evaluated by medical team in Confirmatory Camps.
Those requiring glasses would be given glasses. Operable cases would be referred to the base hospital for surgery free of cost.
A total of 5 ASHA facilitators and 37 ASHA workers participated in the training.

8 laborers rescued
ITANAGAR, Mar 23: Eight BRTF laborers (CPLS), including five females, were rescued from a vehicular accident near Tezu by personnel of HQ 48 BRTF camp recently.
Three critically injured persons were rushed to BRTF Hospital (712 MSS, GREF). One of them was evacuated to Assam Medical Hospital, Dibrugarh for further treatment.

Student union leader arrested for goondaism
ITANAGAR, Mar 23: In yet another incident of how student union leaders are increasingly behaving like goons, one Kallo Banor, General Secretary of All Raga Area Student Union (ARASU) was arrested on 22nd March by Yazali police for forcefully taking away liquor and molesting the lady owner of a wine shop.
As per the report, Banor, claiming himself to be the president of ARASU along with a group of people tried to collect wine from M/s YY wine shop at Potin under Yachuli circle without paying money. When the owner Taba Yeni resisted their harassment, the group molested her using abusive languages.

AMSU writes to DC Papum Pare
ITANAGAR, Mar 23: The All Mengio Students Union (AMSU) has written to Papum Pare Deputy Commissioner claiming that appointment for various posts vacant under Silsango administrative circle office has been made by violating norms.
The union claimed that as per the advertisement published in local dailies, it was clearly mentioned that vacant posts will be allotted to the local people based on circle quota. Also the concern authorities had assured the land donors of giving employment to their family members for donating huge amount of land to establish the circle headquarter at Silsango, stated a release.

BOMDILA, Mar 23: A day long training for farmers on organic farming funded under Border Area Development Programme (BADP) with the motto ‘’Lets’ produce healthy, eat healthy and earn healthy” was conducted by the department of Agriculture West Kameng district at Morshing Village under Kalaktang circle recently.

ITANAGAR, Mar 23: The denizens of Mechukha valley under West Siang district have been reportedly reeling under darkness since past few weeks while locals alleged that concerned authorities are not doing for restoring the power supply.
The picturesque valley, one of the hotspot tourist destinations in the state, is without electricity for the last few weeks after water supply channel of Lhallung Mini Hydel Station (2x250) kw developed cracks, informed an govt official from Mechukha.
The prevailing darkness due to breakdown of water supply system of mini hydel added to the miseries of the people particularly the students who are appearing for their CBSE examinations.
Ironically, the Mini Hydel Station (2x250) kw at Lhallung village 15 kms off Mechukha was inaugurated by Parliamentary Secretary Power Phurpha Tsering in November last year during the Adventure at Mechukha festival.
“More than 20 days have passed since then, there is not a single effort by the concerned officials to get the power supply restored,” a local complained.
“We are facing immense hardships in absence of electricity but the students are suffering very badly. We are unable to charge our mobile phones while appliances like irons are lying defunct,” said a teacher, adding that the CBSE exams are also underway and the students suffer a lot.
The locals said that their repeated pleas to the concerned authorities to restore electricity at the earliest seem to have fallen on deaf ears. They also accused the department concerned of not maintaining the hydro power channel properly.
‘World cup cricket is currently going on but we have no option but to stick to radio news for updates,” said a govt employee, adding in order to charge their mobile phones or electric lamp from generator they have to pay Rupees 30 to 50.
The locals alleged that in the name of power supply only VIPs and few influential people are currently receiving power from a different hydel located near Mechukha town but common people and students are the worst sufferers as they don’t have any alternative but to rely completely on other sources of light like candle etc.
Mechukha, as one of the most important and tourist attraction places in State needs sufficient power supply but due to frequent disruption of power supply, it added.
On the other hand to aggravate the situation the BSNL mobile service also got disrupted for the past many days.
Meanwhile, the locals have appealed the concerned authorities to immediately restore the power for the greater interest of the people of Mechukha.

World Tuberculosis Day, observed on 24th of March every year is a worldwide event that aims to raise public awareness of tuberculosis (TB) and the efforts made to prevent and treat this disease. World TB Day commemorates the day, when in 1882 Dr. Robert Koch astounded the scientific community by announcing that he had discovered the cause of tuberculosis, the TB bacillus, and mycobacterium tuberculosis. His discovery about TB had opened the door to the people to get diagnosed and be cured of tuberculosis. But TB today remains an epidemic in most of the countries in the world, causing the deaths of nearly one and a half million people each year, mostly in the developing countries like ours and therefore is called the “killer TB”.
TB is an airborne diseases caused by mycobacterium Tuberculosis which generally affects the lungs (Pulmonary TB) but can also affect other parts of the body (Extra pulmonary TB). The symptoms may include cough for 2 weeks or more, coughing with blood, fever, night sweats, fatigue, lack of appetite, weight loss etc. The disease can be prevented by keeping the patient in a properly ventilated room, maintain proper hygiene, nutritious food, always use a handkerchief while coughing or sneezing, do not spit carelessly and most importantly complete the full course of treatment as recommended by the physician. People should know that TB is completely curable by DOTS treatment which are administered to the patients by all the government hospitals and RNTCP approved DOT centres.
Every year the World TB Day is observed with a theme and a slogan. The theme for 2015 is “Reach, Treat, Cure Everyone”. It aims at reaching out to those patients who are missed or are unreached by the system and to provide them universal access to quality diagnosis and treatment with quality assured drugs made available free of cost.
World TB Day is one of the eight official global health campaigns marked by the World Health Organization (WHO). Continuing its efforts in eliminating TB the World Health Assembly, convened annually by WHO at the UN Palais des Nations in Geneva passed a resolution on May 2014 approving full support the new post – 2015 Global TB Strategy (END TB STRATEGY) with its ambitious targets. The strategy aims to end the global TB epidemic, with targets to reduce TB deaths by 95% and to cut new TB cases by 90% between 2015 and 2035 and to ensure that no family is burdened with catastrophic expenses due to TB.
Although we have made good progress in the recent years and the world is on track to meet the Millennium Development Goals of reversing the spread of TB by 2015 and yet it is not enough as the figures in 2013 tells that, 9 million people fell ill with TB and 1.5 million died. Today increasing drug resistant strains of germs are being encountered, these strains are much harder to treat and require more toxic and costly drugs to be administered for a long period of time. Hence the situation calls for us to participate in the efforts of the Government institutions like RNTCP and other partners by availing the services offered by them and share a hand in eliminating and spreading the knowledge on TB. Continued progress in the fight against TB relies on collaboration among patients, medical providers and public health workers.
The world in which we live today is very different from the world in which Dr. Robert Kooch lived, yet TB is still here with us. With renewed efforts we can eliminate the scourge of TB and confine it to the history book as failure is not an option.

Attending the seminar, Karya Bagang, Parliamentary Secretary (WCD) said that Rani Maa Gaidinliu is indeed an icon of North East, but less known and least recognized. Lauding the organizer of the seminar, she said that further efforts should be made to disseminate the message of Rani Maa to the block and village level so as to inspire our children especially the girls to rise above all odds and achieve their cherished goals. “If women are educated, it will facilitate better contribution of women towards society more effectively,” she said.
Referring to early marriage and dependency attitude of girls as key factors hindering the progress of women, she called upon the womenfolk to overcome these hindrances and march forward to success.
Feeling proud for being the fourth woman legislator from East Kameng district which has the lowest female literacy rate, Karya Bagang reiterated that she will strive her best to raise the status and standard of women in Arunachal Pradesh.
In her key note address Dr Joram Aniya Tana, Asstt. Professor at Govt Women’s College, Lekhi and state President of ABVP panoramically narrated the conditions of women over ages across the various regions of the country. She stated that the achievements of Rani Maa Gaidinliu even at her tender ages are an example for the social dignity and approval enjoyed by our foremothers.
Dr Nabam Nakha Hina, Associate Professor cum HoD (Pol Science), RGU who presented his paper on issues and challenges in the North East illustrated the scores of factors ranging from lack of basic infrastructure to demographic change in the region and said that the womenfolk can do much to change the situation.
Bina Talla Joram, UMC at ATI Naharlagun in her paper on the ‘Social Traits of the women of Arunachal Pradesh’ provided the audience with a pictorial illustration of the social and cultural traits ranging from simplicity in life to virility.
Joykant Sharma, Asstt Professor (retd) and President of Vidya Bharati (North East) said that social empowerment and economic empowerment of women are the prerequisites of political empowerment. Sharma stated that the issues and problems faced by women are the issues and problems of the society as a whole and not of women alone.
Eminent doctor and renowned social worker Nirmali Taba who chaired the function said that the women of Arunachal Pradesh enjoy more freedom and higher status compared to their counterparts in other parts of the country and stated that they can smoothly spearhead the efforts for better harmony in the North East.
Lamenting upon the poor attention given to education, especially girls’ education, the convener of the seminar Tarh Yaku, President, Arunachal Teachers Association, said that more emphasis and better attention to girls’ education alone can do a lot in establishing harmony in society.
Secretary of Matri Bharati of Abotani Vidya Niketan Pachin, Kipa Adak also spoke on the occasion.
Among others, Tadar Yedir, Taba Yal (councillors IMC), ASVS president Tadar Kama and secretary Nabam Ruja, hundreds of women especially mothers from all sectors of Naharlagun and Itanagar attended the seminar.
ITANAGAR, Mar 23: The PHE & WS division of Seppa conducted series of awareness programme on safe drinking water, proper health and sanitation practices, importance of Village Water and Sanitation Committee at Pampoli, Kadewa, 18th Mile and Marzingla recently as part of the National Sanitation Week.
The training programme was actively participated by PRI members, teachers, Anganwadi workers, ASHAs and general public.
Koro Liyak, District Consultant (Water and Sanitaion) briefed the motto of launching sanitation week and the importance of maintaining good personal health hygiene.
Informing that most of the diseases are caused by open defecation system and drinking contaminated drinking, he urged the gathering to construct IHHL and use safe drinking water only to keep many water borne diseases at bay.
Hokap Lamnio, Doni Sonam and Papi Kipa, Block Coordinators, appealed to the gathering to adopt low cost toilet funded by the GOI.

Ompuli area is conducive for the Mithun rearing and villagers have already identified a common community forest area in the vicinity of their villages measuring 1037 Hectares with the surveyed boundary of 13.5 Km for their Mithun rearing in the locality, informed Gollo Tukia, ASM, Ompuli. He further said Mithun rearing is a livelihood option for the villagers of the area and they had been waiting for the financial and technical supports form of higher authorities.

Dr. Tachi Taku, (member of ACMYC and Dy. Director Plan, advocated for corpus funds generation among the mithun owners for the sustainability of the community mithun conservation project. He further suggested that corpus fund could be generated through membership drives, mithun birth registration and fees from sales of the mithuns. Without corpus fund the sustainability of any project is questionable, he further said.
The programme concluded with the site visit to the proposed community mithun conservation project area.

The APPSCCE fiasco

It seems the arrest of officials made in the APPSCCE mains paper leakage case is just eyewash carried out by the SIT to shield the main conspirators. According to the SIT findings led by SP Amit Sharma, the alleged official has issued the question paper to an aspirant following a convention of the Arunachal Pradesh Public Service Commission to provide old question papers to aspirants as sample papers. This, on part of the alleged official is only misfeasance which cannot be construed as a criminal offence. He had directed for issuing of old question papers only following an established convention. In all probability, he might have not had the slightest inkling that the same old question paper would be used by the commission for the ensuing exam. The arrest of other officials also raises questions as to why they were arrested.
The grave concern here is the usage of the old question paper that has been lying in the Commission’s Computer Desktop and Shelf for close to four long years.
Was it a deliberate attempt by the commission members, who are the actual authorities, to have access to the question papers long before the exam was conducted?
Are the question papers for all exams conducted by APPSC so easily accessible that the authorities concerned have ample time to look at the papers, read it, print it, Xerox it and supply it to their kith and kin?
The revelation and arrests are only the tip of the iceberg. There is a deep rooted conspiracy and scandal to this APPSCCE mains paper leakage fiasco which has been going on uninterrupted perhaps for years. The scandal is not befitting to be handled by investigating agencies like SIT who are mere state govt. instruments and the case should be transferred to the CBI.

An open letter to Director RD
Dear Editor,
We, the following successful bidders would like to bring to your kind notice that
the Notice Inviting Tender issued by the Block Development Officer, Khenewa vide
No.CD/BDO/KWAO 1/02/03/2013-
1. C/o Multi Purpose building at CO HQ Khenewa
2. C/o school building with approach road at Tasam Meorang school.
3. C/o suspension bridge over Sama river with porter track & Log Bridge at Jomoh to Wallong via Kawarang
The technical bids of the above mentioned projects were opened on 31st January, 2015
by the duly constituted Board Members. It was found that three firms had bid one
each for the above projects. In total, there were nine tender papers. The name of
the firms who participated in the tender are -
(a) M/s G.Y.T. Trading Centre (Package 1,2, and 3)
(b) M/s Zee Engineering & Construction (Package 1,2, and 3)
(c) M/s M.D. Earth Movers (Package 1,2, and 3)
On scrutiny of the technical bid, it was found that the tender papers of M/s Zee Engineering & Construction and M/s M.D. Earth Movers were not in order. Therefore, their technical bid was out rightly rejected. The technical bid of M/s G.Y.T. Trading Centre was the only qualified firm in the technical bid for the 3 (three) packages). Citing the reason of bad light, the opening of financial bid of the successful bidder, i.e. M/s G.Y.T. Trading centre was postponed that day to next sitting of the board. The board proceeding was duly recorded and the minutes of the board proceeding was circulated to all bidders present.
Chairman of the Board and also CO Khenewa issued a circular on ^2/2/2015 directing all board members to assemble at DRDA office, Seppa at 1400 hrs of 2/2/2015 to evaluate the financial bids and to complete the tender process. A copy of the circular is enclosed herewith at Annexure “B” for ready reference.
The board members met accordingly but our financial bid could not be opened due to absence of APO (Tech), one of the board member,.
Since the tendering process was kept on cold storage, finding no option, we brought the matter to the notice of the Deputy Commissioner on his return from the leave.
The Deputy Commissioner, Seppa vide Notice No. Jud-
We felt that this is a rare case in tendering process but as a law abiding citizen we execute the bond with the surety as directed as failure to execute the said bond could result in abeyance of the tender process indefinitely.
After the intervention of the Deputy Commissioner Seppa, the financial bid of the above mentioned SPA Projects were opened in presence of the successful bidders 18/2/2015.
At the very outset of opening of the financial bid, the chairman of the Board apprised the members that Stay Order has been received from the Hon’ble High Court, Itanagar Permanent bench against package No.l, namely “Construction of Suspension bridge over Sama river with porter track and log bridge at Jomoh to Wallong via Kawarang. Based on the court’s order the opening of the financial bid in respect of package no.l was withheld till clearance from the court.
Thereafter the sealed box containing tender papers was opened in presence of the
successful bidders and the tender papers of M/s G.Y.T. Trading Centre for 2 (two)
projects, namely-
The board members examined the financial package of M/s G.Y.T. Trading Centre and considering all facts and data available recommend the BDO Khenewa who is the executing agency to forward the details of tender process to the higher authority for further necessary action.
Surprisingly, the BDO Khenewa (Executing Agency) is holding up the case at his level and not forwarding the case to the higher authority to till date. A copy of the board proceeding of financial bid is enclosed for ready reference.
It is a fact that we have invested the earnest money and also the surety amount by taking loan from the private party, we are neck deep in debt. There is no reason why the tender process could be withheld without any reason. Further delay in tendering process is likely to put us on trouble.
Through this memorandum, we appeal to you to intervene to resolve the issue within 10 (ten) days from the date of submission of this memorandum.
Meanwhile, necessary action should be taken against the BDO Khenewa for taking the developmental projects in a casual manner. On account of his delay in completion of tender process the working season is passing by.
We do hope that issue will be resolved at the earliest through the intervention of RD, Directorate.
